Enterprise Network Operations Center (NOC) – NOAA
MORI staff maintains maximum security, availability, and performance for the campus backbone network at NOAA’s Silver Spring Metro Center (SSMC), the metropolitan area networks (MAN), NOAA’s Internet connections in the Washington metropolitan area, certain wide-area connections, and certain sites outside the campus.
Technical Services
- Architectural Functions MORI staff designs and implements architectural changes to the networks managed by the NOC to resolve operational problems and enhance performance and features. MORI also maintains out-of-band management as needed, in case of a failure of side-band or in-band communications.
- Fault Management/Help Desk Support MORI provides Tier III support for network problems with the campus backbone and other facilities managed by the NOC. Staff monitors the operation of the networks, develops trend analyses, and takes action to prevent network faults.
- Security Management MORI provides a full range of security management functions at NOC. MORI staff develops and maintains procedures to meet all C&A, continuous monitoring, COOP requirements, and Standard Operating Procedures (SOP) according to NOAA policy. MORI also performs security vulnerability scans, analysis, and prioritization of responses in accordance with NOAA policy. Staff develops, maintains, and performs IT security audits to verify the effectiveness of IT security technical, physical, and administrative controls.
- Configuration Management MORI maintains a database of the managed network assets via auto-discovery of IP-addressable elements and various other means as well as provides query access to this database for authorized users. In addition, MORI staff manages the utilization of assigned public and private IP network and sub-network addresses in SSMC and other metropolitan area locations.
- Performance Management MORI produces and monitors real-time performance statistics. Staff develops trend analyses and capacity analyses, identifies needs for system changes, and recommends changes.
Innovative Solutions to Satisfy Technical Requirements
- MORI staff designed, built, and implemented a secondary contingency site to support continuous operation of the NOC’s primary service during a contingent event.
- MORI implemented a project management office to offer better oversight, control project risks, and ensure quality deliverables.
Results
The MORI team was able to transform NOC into a stable network with SOPs based on best practices and dedicated employees. MORI staff has been able to enhance the network to improve overall speed, reliability, and security. The Help Desk has also been highly successful in working to quickly close tickets.
